Abstract
Summary: In the case of the Bolsa Escola, although the government was the principal actor in advancing an agenda for educational policy-making, there were also strong social forces and international institutions that influenced the government's decisions. The policy-making process of the Bolsa Escola evolved both incrementally and, at times, non-incrementally. Along with the incremental changes, there were significant institutional context changes and social movements during the democratization process, which affected the course of educational reform, leading to the adoption of pro-poor social programs.
