Abstract
The article presents the text of a speech delivered by Trevor Mallard, Minister for State Owned Enterprises to the Institute of Public Administration Seminar in Wellington, New Zealand in 2007. Mallard addressed some criticisms of the State Owned Enterprises (SOE) governance regime. He also offered information on how the situation might be improved. In addition, Mallard discussed concerns over the lower level of compensation for SOE directors.
