Abstract
Labor productivity has always been a primary concern of the Communist Party and the Soviet government, which are guided by V. I. Lenin's pronouncement that "the raising of labor productivity is a fundamental task because without it the ultimate transition to communism is impossible." (1) Lenin viewed the growth of labor productivity as a leading precondition for social progress and the most important condition for the victory of socialism. The "Guidelines of Economic and Social Development of the USSR in 1981-85 and the Period up to 1990" state: "Increase the productivity of social labor by 17-20% and thereby realize at least 85-90% of the increase in national income in this way."
