Abstract
The article focuses on the economic challenges and the role of regulators in the development of a digital society in Europe with broadband access to the Internet. The economics of local telephone service involves stimulating competition and allowing a profit from voice telephone connections that can finance broadband investments. The cable television industry can be strengthened with more flexibility in regulations such as television taxes, which will improve cash flow. Unbundling the Digital Subscriber Lines (DSL) infrastructure, alternatives to DSL access such as two-way satellite and wireless or fiber networks, and price-control options such as the elimination of price caps are mentioned.
