Describes a case study regarding the state management of public transportation as an alternative to both privatisation and nationalization of bus service in Belo Horizonte, Brazil. Criticisms which relate to the inefficiency of administration by state enterprise, poor quality of services, substantial financial deficits incurred and rapid deterioration of the bus fleet; Overview of the several constraints on the efficiency model; Distinction between the calculation of rate and fare.
