Abstract
In this article we first examine the safety record of the construction industry and the premises underlying the provisions of the new 'self-regulating' system of accident prevention as set out in the Robens Report. Reviewing the available literature, we then consider how far these premises are consistent with factors affecting health and safety at work and how far the new institutional arrangements go towards providing safer working conditions. Finally, a provisional assessment is made of the likely impact of safety representatives in the construction industry. [ABSTRACT FROM AUTHOR]
