Abstract
During the late colonial period that ended with its inclusion in the Union of South Africa in 1910, Natal's newly created health department and first health officer Ernest Hill were opposed in their efforts at utilizing state intervention to improve health conditions among indentured Indian labor by the sugar estate companies, the Indentured Indian Trust Boards, and private medical practitioners represented by the Natal Medical Council.
