Keywords: coastal management; ecosystem services; ecosystem-based management; Guam; human well-being; integrated monitoring; interdisciplinary research; social-ecological systems In 2014, the MGHFA status was established with the goals: (a) improved coral reef ecosystem health; (b) improved community resilience to climate change impacts; and (c) enhanced community capacity to manage coastal resources. For example, a national-level effort has monitored Guam's coral reefs since 2003 (NOAA Coral Program, [19]), but at an island ecosystem scale, rendering the data unsuitable for assessing localized trends at the scale of the MGHFA.
