The Traps of Economic Reconstruction.

Abstract
We analyze the incentives and constraints facing reconstruction authorities involved in economic reconstruction efforts and, in doing so, identify four 'reconstruction traps,' which often hamper efforts to rebuild post-conflict economies. These traps include: (1) the credible commitment trap, (2) the fatal conceit trap, (3) the political economy trap, and (4) the bureaucracy trap. We illuminate the dynamics of each trap by drawing on a variety of reconstruction experiences.
