Abstract
The article examines the involvement of U.S. Agency for International Development (USAID) in the Afghanistan reconstruction projects from 2001 to 2013. Topics include problems faced by USAID using cooperative agreements to implement foreign assistance programs in Afghanistan; federal funding agreements involved in implementing cooperative agreements in contracting regime; and amendment of U.S. Code of Federal Regulations for including descriptive guidance on an agency's substantial involvement.
