Abstract
The article presents a three-year study which reveals few districts engaging a wide range of individuals and groups in facilitating stakeholder agreement. The study found out the conditions that help explain deeper and broader stakeholder engagement including external organizations, trust and homogeneous communities. The district and community leaders also appear to be making adjustments to enhance how they engage stakeholders.
