Abstract
The eagerness of certain Western diplomats to present their credentials to Isayas can be read as atonement for more than three decades of malign neglect--punctuated by overt hostility--toward this former Italian colony and its epic struggle for statehood. Both superpowers and their proxies lavished funds on successive regimes in Addis Ababa, the Ethiopian capital, for fear that the secessionist Eritreans would inspire destabilizing copycat movements throughout the Horn of Africa. Before Haile Selassie's overthrow in 1974, American dollars and expertise helped him build the most formidable army in sub-Saharan Africa.
