Abstract
The article focuses on political conditions of the U.S. and around the world, as of April 26, 1993. It looks like Bob Dole and the G.O.P. senatorial camorra have seized on the filibuster as their weapon of choice for hijacking U.S. President Bill Clinton's programs. The tactic could backfire; a lot of Americans thought they voted to end twelve years of gridlock. The conflict has escalated in Bosnia and Herzegovina to extremes of barbarism not seen in Europe for almost fifty years. The Arab-Israeli peace process, which is scheduled to begin a ninth round in Washington on April 20, is at risk of being crushed under the weight of its own bloated expectations.
