Abstract
The article focuses on elections and social conditions in Kuwait. According to the author, democracy in the country has been a mirage. Democracy should always be so hassle-free. The list of residents left out of the contest is almost comprehensive: women, "second class" citizens, those whose families arrived in Kuwait after 1920, stateless Arabs or Beduns, meaning "those without" and, of course, foreign guest workers. In all, no more than one adult resident in eight was allowed to cast a vote. Liberal Kuwaitis hoped the October elections would produce at least one crucial victory: the enfranchisement of women. But the new Parliament in the country seems unlikely to grant even that concession.
