Abstract
The article reports that ongoing U.S. military operations in Afghanistan and Iraq, as well as the presence of U.S. troops in the Horn of Africa and throughout Central Asia, highlight the shift of U.S. security concerns from Europe to the loosely defined "arc of instability." Protecting the U.S. against threats originating in this region has tremendous implications with respect to the structure of U.S. forces and the location of bases abroad, but national policy toward rebasing and development of a new U.S. footprint has been approached in different ways by combatant commanders and Navy leaders.
