Abstract
Before achieving FOI inculcation, inculcation of a first-order culture of continuous improvement mindset is essential, because FOI protocols constitute a second-order metacognitive maturation of first-order Department of Education- and regional accreditor-mandated culture of continuous improvement protocols.
