Abstract
Die neuen Rahmenbedingungen der wirtschaftlichen und gesellschaftlichen Entwicklungdes beginnenden 21. Jh.s führen auch zu einem Überdenken der gegebenen politisch-administrativenOrdnungssysteme.Ein wichtiges Element ist dabei die "Findung der neuen, effizienten räumlich-institutionellenOrganisation", wozu die Föderalismus- bzw. Bundesstaatsdiskussion zählt. Dabei ergibt sich auch die Notwendigkeit der Definition eines neuen Verhältnisses von Wettbewerb und Kooperation in Bezug auf die Bestimmung eines regionalen und lokalen öffentlichen Güter- und Leistungsangebots in den einzelnen Staaten. Diese föderalistische Diskussion aber verweist auch - wie in vielen anderen Institutionen und Staaten der Welt - auf eine Vielzahl von Missverständnissen. Der Beitrag trägt deshalb zunächst zur Begriffsklärung bei. Er verweist im Weiteren auf verschiedeneAusgestaltungsformen des Verhältnisses von Wettbewerb und Kooperation in föderativenStaaten vor dem Hintergrund unterschiedlicher Möglichkeiten der Bestimmung einesregionalen und lokalen Güterangebots. Letztlich ist zwischen Wettbewerb bzw. Autonomie und Kooperation ein "trade-off" aufzulösen. Wo der optimale Kompromiss gegeben ist, hängt vom "föderalistischen Konzept" ab und kann von Land zu Land sehr unterschiedlich sein.
The new general conditions of the economic and social development at the beginning of the21st century also lead to a reviewing of the existing political and administrative classificationsystems.In this context, one very important element is ‘finding the new, efficient spatial-institutionalorganisation’, which includes the federalism and/or federation debate. The necessity of defining a new relationship between competition and co-operation in reference to the determinationof a regional and local public supply of goods and services in the individual federalstates is a result of this ongoing debate. This federalist debate however also refers to a largenumber of misunderstandings, just like in many other institutions and countries in the world.To begin with, this text therefore deals with the clarification of some terms. The text thenrefers to different organisational forms of the relationship between competition and cooperationin federal states against the background of different possibilities in the determinationof a regional and local supply of goods. It is ultimately about resolving a ‘trade-off’ betweencompetition and/or autonomy and co-operation. The question of where the bestcompromise is given depends on the ‘federalist concept’ and can differ strongly from onefederal state to the next.
