Abstract
The article presents the transactional policy-making for sustainable development of a government. Transactionality places the reciprocal relationship between the government and the citizen more in the light of reciprocity than in the light of complementarity. Complementarity is defined as a one-way relationship and reciprocity as a two-way relationship. Theories concerned with the nature of decision-making formulated in various disciplines, such as political science, psychology and public administration, have shown that when it comes to determining the quality of a policy or decision, the two most important criteria are the outcome and the process.
