Abstract
The following document seeks to address the study of the efficient use of economic and social resources in the income dimension of human development in the presence of bad outputs in the 113 municipalities of Michoacán during the period 1990-2010. Human development in Michoacán is characterized by low income performance dimension, i.e., the dynamics of the state and municipal HDI is affected by low levels of per capita income and high poverty levels. Thus, the establishment of mechanisms that increase the amount of income and combat poverty will allow the Michoacan society aspire to higher levels of human development. To establish how effective the municipalities of Michoacán were we used the Data Envelopment Analysis (DEA), considering the presence of a badoput in the model, and for its evolution over time Malmquist-Luenberger index was calculated. The analysis of results reveals that only fifteen of the 113 units studied were efficient in the generation of income, and at the same time in the reduction of poverty, while the rest will have to increase their income levels and reduce poverty with the social and economic resources that they possess.
