본 연구는 돌봄자 관점에서 방과 후 돌봄의 현황을 파악하여 온종일 돌봄체계 구축에 필요한 개선방안을 제시하는 것에 있다. 이를 위해 ○○광역시에 거주하는 초등학생 양육자들을 대상으로 표적집단면담(focus group interview)을 실시하여 방과 후 돌봄교실에 대한 의견을 조사하였고, 녹취한 자료 등을 중심으로 연구진이 반복적으로 읽으며 핵심주제를 도출했다. 분석 결과 보호자들은 정보 획득의 어려움, 강사의 잦은 교체, 아이들의 안전 담보 방안 마련 필요, 돌봄 공백 시 이용기관의 부족, 프로그램의 질적·다양성의 부족, 기관 이용에 따른 차별적 인식을 문제점으로 제시했다. 분석 결과를 바탕으로 홍보 방안 모색의 필요, 돌봄 교사의 처우개선, 안전 담보 우수사례 벤치마킹, 틈새 돌봄운영 구축, 역량강화를 위한 인력관리 및 자격조건 체계화의 필요성에 대해 논의하였다. 이러한 논의를 통해 향후 온종일 돌봄체계 구축 과정에서 보완해야 할 개선점을 제시하였다.
The purpose of this study to identify status of after-school care currently being implemented from the perspectives of caregivers and to suggest improvement measures necessary for the establishment of all-day care system. For this, the Focus Group Interview was conducted to care-givers for elementary school students living in ○○ to investigate opinions, and also researchers repeatedly read the recorded raw materials to derive key topics. As a result of the analysis, participants recognized the hard to obtaining information, frequent replacement of instructor, need to prepare security measures for children, lack of institutions for their children care when they being care decifit, lack of diversity and quality of programs and discriminatory perception according to the use of institutions as problems. Based on this results, this study argued the need to seek advertising measures, the giving better treatment for care-instructor, benchmarking good practices for safety, establishing intermitting-care program, systemize for enhancing human-resource by systemizing qualification conditions. Based on these results, it is intended to present improvements to be supplemented in the process of establishing a all-day care system in the future.
