Abstract
This study examined the effect of the income and expenses of households to reach residential independence in terms of public rental housing. We analyzed data from the first and second waves of the Public rental housing panel for Seoul Housing and Communities Corporation. The study selected 2,165 samples with considering information of moving out. Residential independence was defined as a plan to move out, preparation to move out and the act of moving out. The effects on the residential independence were then explored using income, expenses, asset, and lifecycle of households. The results demonstrated that lifecycle significantly influenced the plan to move out and the act of moving out. In detail. lifecycle was less likely to increase the probability of the plan to move out and the act of moving out. Otherwise, saving was more likely to increase with increases in disposable income and social expenses. Therefore, the policies that intend to supports the plan to move out and the act of moving out should consider the lifecycle. Specifically, policies for the act of moving out were focused on households under stages 1 and 2, and those for environmental support were concerntrated on households under stages 3 and 4. Moreover, the study suggested policies for the repair of the public environment to reduce social expenses. In this manner, financial independence was promoted prior to residential independence.
