Abstract
This study aims to analyze theoretic review and perform advanced case study, draw leisure issues whose changes are predicted, centered on key drivers, including the Fourth Industrial Revolution, pandemic, new normal, great reset, and digital transition period, and propose leisure policies. The proposed leisure policy projects are establishing the following: first, O2O-based national leisure education center; second, multiuser leisure education metaverse-based NFT leisure certification system; third, AI leisure recommendation system; fourth, leisure matching system. The study results are expected to provide highly satisfactory leisure services for people and positively affect leisure industry invigoration and advancement.
