Abstract
The article explains the interface of policies and service delivery systems as they affect the health and well-being of families and children connected to the child welfare system. The child welfare system vary on a continuum of least restrictive to most restrictive, depending upon the nature of state involvement and social, political and economic contexts of the family in the societal milieu. The child welfare system is composed of three gradations of service delivery which includes supportive, supplemental and substitute services primarily directed toward low-income and low-middle-income families.
