Abstract
China and Taiwan have been experienced the pain of separation, like South and North Korea, since they were blocked by the straits. However, the cold war era between China and Taiwan has been over since 1987 as begun mutual visits. They are still making an effort to promote economic exchange as well as personnel and material resource exchange. Since having emerged as economic superpower in a short time, China has begun to establish a relationship of survival, development and prosperity with Taiwan as putting up ‘One China’ strategy. Besides, Ma Ying Jiu government with the vision of future-oriented development and common prosperity with China led their bilateral relationship to an more intimate friendship. In the meantime, Cross-strait relationship has repeated exchanges and severance due to numerous political issues like inter-Korean relations. In the 2000s, an effort to separate economic and politics in cross-strait relationship was attempted. As a result, they reached on Economic Cooperation Framework Agreement(ECFA), with which economic cooperation has been strengthened and private exchange has become more active. Legislation system on Cross-strait exchange and cooperation will provide great implication for inter-Korean exchange and cooperation as well as economic revitalization. In particular, legislation on Cross-strait economic cooperation will be a good model for the resumption of inter-Korean economic cooperation and the development of support legislation for interchange. Thus, this paper examines the background to the legislation in order for the economic cooperation at first. Next it analyzes the major contents of ECFA. Based on the analysis, it provides the implication for the legislation of inter-Korean economic cooperation system.
