Abstract
The purpose of this study was to discuss and prove the necessity of application of the critical theory to educational administration and policy-making process in terms of Habermas' Philosophical perspective in order to guarantee the reasonable steps and justification of educational administration and policy-making process. For this purpose, this study set two research questions as follows: First, what is Habermas's critical theory? Second, what's the significance of the application of Habermas's critical theory to educational administration and policy-making process? Habermas tried to integrate instrumental rationality and practical rationality for securing our emancipatory interest in knowledge and human interests. And the theory of communicative action presents the criteria of communication framework such as ideal speech situation in which everyone can freely participate without control and repression. Habermas constructed the procedural rationality and legitimacy, normative and ethical framework such as the ideal speech situation in order to foster the public to take freely part in policy-making process. Thus he expected that the public will be able to overcome alienation and pathological phenomenon in which some policies were determined and performed by bureaucrats and experts who seek after only their profit.
