Abstract
The purpose of this study is to propose a policy alternative for new job creation by predictive analysis of possible job creation effects when the regulations on new occupations such as tattooists are relaxed. For this purpose, the effect was measured by CVM(Contingent Valuation Methods), which is a useful method to measure the value of non-marketable goods. The tattooist is a new job that is expected to create employment at the greatest rate when the system of the employment is improved. Especially it is expected to create employment in the semi-permanent tattoo field aiming at beauty in the tattoo field. However, in the case of the legalization of tattoo makers and tattoos, there may be a temporary decrease in tattoos due to the barriers to entry. In this study, we see that new job creation is achieved when regulations on new jobs is relaxed, and it is seen that deregulations of job activity is an important factor in creating new jobs. Therefore, in the future, it should focus on job creation by deregulations as well as expansion of job of existing job, and the employment effect of deregulations should be considered in quantitative way when regulations are relaxed.
