Abstract
The article focuses on the U.S. Agency for International Development (USAID) and its new policy that caters the small group of wealthy Americans' narrow interests. Topics include the concerns of the new grading system of the USAID that is lifted from various think tanks like the Legatum Institute and the Heritage Foundation, the reorientation of the agency's goals and the possible impact of the grading system on the needs of the global poor and the ordinary Americans.
