Abstract
The article reports on the deterioration of Libya as factions compete for power. It mentions that two competing governments, a growing Islamic State presence, and myriad militias are tearing the country apart. It adds that continued fighting has undermined the country's oil production, creating a financial crisis and possibly rendering the country bankrupt by 2017.
