Abstract
The article reports that the New York Stock Exchange in July 1940 represents the smallest volume of trading since 1918. Financial experts believe World War II is responsible for the slow trading, in combination with the natural disintegration of the stock market. Now some people are trying to use the war to relax SEC restrictions.
